're going out and borrowing to pay the bills that are here but revenue only here, it's led us to the position that we're in, which is we're deep in debt. and cutting this domestic discretionary spending alone is barely a banne band-aid, let ala real cure. what we need is a comprehensive long-term package. mr. president, for example, when american families fall on hard times, they just don't cut back on going out for dinner and for seeing movies. the american family is forced to make wholesale lifestyle sacrifices. or take, for instance, when a company, a corporation faces the threat of bankruptcy, they don't only cut the salaries or stop buying office supplies. what they do is they go in and restructure entire delivery schemes and future investments. and in the same way, we just can't focus on slicing what is the conversation that's going on down in the house of representatives right now, slicing one small part of the budget, which is discretionary spending. because that's not going to reduce the annual deficit and get at the national debt. we've got to do more. and even if we

can call the obama doctrine, when to deploy u.s. military forces around the world. he laid out the case when it's in the united states interest to use military force, when it's in the united states interest not to use military force, and this is the example that he gave, this is going to be the precedent, what the united states has done now in libya, presumably given the explosion of unrest that's happening right now throughout north africa and the middle east, if there are similar circumstances that develop in other countries, whether in syria, or yemen and bahrain, and the potential of mass slaughter of civilians is there, the pressure will be on this president to go ahead and authorize what the president authorized in libya. and the greatest potential for the u.s., if there's a revolution, and if there's serious unrest in iran and the people are standing up against mahmoud ahmadinejad and the i ayatollahs take similar action as far as iran is concerned. i think we can call this the obama doctrine. >> and he also made it clear what the limits of this mission is as he sees it

should not be used. the man plead guilty, based on the results from that machine and was ordered to serve six consecutive weekends in jail. on july 7th, 2010, d.c. police arrested a man in the district on suspicion of dwi. he was tested on an intoxy meeter with the serial number 010845. court records show he plead guilty on december 7th of the same year. according to the office of the chief manage examiner, that machine was not approved by use for a 3-month period and including the date of the man's arrest. and in others a -- another case, a 19-year-old girl was test on the same machine and with the same serial number showed the chief toxicologists said the results shouldn't be used for a 3-month period, including the date of the girl's arrest. >> i have a difficult time understanding this and the issues that have come up in terms of the failure to disclose, their failure to be above board on all of these issues, i have a difficult time understanding why they think that is okay. it's clearly not okay. >> reporter: defense attor

chris lawrence with a look at what role the u.s. might play in the no-fly zone. chris, live at the pentagon, what's on deck for the u.s. now that the un has passed this? >> ali, the u.s. air force has a base in italy, the navy has two, and the italians have already okayed the use of their area to launch some of the missions in this know fly zone. there was an aircraft carrier in the mediterranean sea near libya. it left earlier this week and is now out in the arabian sea. without a carrier, planes will have to fly possibly farther, which means they won't be able to spend as much time over libyan aerospace which means you may need more planes to carry out the mission. some of the officials i've spoken with here in the pentagon say don't just think of a no-fly as american fighter pilots flying american jets. there are other ways in which the u.s. can contribute. unmanned drones, for instance. the u.s. also has signal-jamming aircraft that could disrupt colonel gadhafi's ability to communicate with his forces. overall what you'll have to do is have a very clear line of command

by rand health, lead to a much larger reduction in the use of medical care, and seriously compromise access to needed health care. there are a lot more thoughtful ways to harness the cost of medicaid than what the colleges are proposing. it reflects the common sense of philosophy among individuals of federal and state government. the medicaid maintenance is the state's responsibility in the near term until full health reform is reached in 2014. after that, 100% of the cost of medicaid expansion included in health reform will be born by the federal government and phased down to 90% in 2020. furthermore, the aca costs state to the federal government, and institutes delivery system reform, and finance the state efforts to establish medical homes in medicaid which will improve care for those with substantial health need. we give the states important tools to fight fraud in the medicare and medicaid. we need to think about the profound devastation some of the republicans proposals would have on working families and the state health agencies that serve them. i've been here for a long time.
